Rhode Island E-Cigarette Bills on the Table
Rhode Island lawmakers have proposed four bills that vapers in the state should take a look at. Dino Baccari, the owner of White Horse Vapor on Mineral Spring Avenue in North Providence, spoke to The Valley Breeze, and said that if any of the bills were passed, “vape stores and vapers alike would be required to travel elsewhere or potentially revert to smoking cigarettes to pay for their nicotine needs.” Baccari said that the bills would be harmful to the industry.
The four bill proposals are:
1. A large wholesale tax on vapor products sold in Rhode Island.
2. Prohibiting all smoke-free vaping in any place of employment within the state.
3. Vapor stores in Rhode Island would be required to post signs in their stores informing customers that the use of vapor products causes heart and lung disease, cancer, stroke, and respiratory illness, which are false statements.
Senate Majority Leader Dominick Ruggerio, is a co-sponsor on all four bills.
California lawmakers have voted to raise the legal age for purchasing tobacco and e-cigarettes from 18 to 21, The Herald reports. The last step to becoming a law is for Gov. Jerry Brown (D) to sign. The bill already passed the state Assembly.
Reasons cited for wanting the laws (both SB5 and SB7) to change included trying to stop youths from getting addicted to tobacco, even though e-cigarettes are not tobacco products. The Smoke-Free Trade Association said that if the law passes with e-cigarettes included, this will again perpetuate the “stigma of being equated” with tobacco products.
Opponents argue that 18-year-olds can register to vote, join the military, sign legally binding contracts, consent to sex and do just about any legal activity besides buying alcohol, according to The Herald. Members of the military will be exempt from the law.
“The bills would also expand smoke-free areas to include bars, workplace break rooms, small businesses, warehouses and hotel lobbies and meeting rooms. Smoking bans would apply at more schools, including charter schools, and counties would be able to raise their own cigarette taxes beyond the state’s levy of $0.87 per pack,” according to The Herald.
If Brown signs, the law would be in effect in 90 days.

A large tax, amounting to 86.5 percent, on e-cigarettes was proposed in Utah, but after a debate that included even high school students, the House Revenue and Taxation Committee voted 7-5 to send HB333 to interim study.
According to The Salt Lake Tribune, the bill’s sponsor, Rep. Paul Ray (R-Clinton) was disappointed. He told the news site that he’ll “pound it until I wear them down.”
Other non-cigarette tobacco products in Utah are taxed at the 86.5 percent, and Ray says that the bill would reduce vaping “among price-conscious youth.” He told the committee that “e-cigarettes are a tobacco product. It contains nicotine, and nicotine is derived from the tobacco plant. He argued that tobacco companies who have “basically killed off their clientele” are aiming to addict the next generation via e-cigarettes.
About 300 high school students with Students Against Electronic Vaping came to the capitol to support the bill, which Shilo Platts of the Utah chapter of the Smoke-Free Alternatives Trade Association wasn’t happy with. He told the Tribune, “”We don’t agree with using children as political props, and today’s tactics by Representative Ray unfortunately quite frankly represent an entirely new low.” Some students said that e-cigarettes were a “gateway drug” of the generation, and Ray has previously said that the vaping industry was a “scumbag industry.”
Platts and others argued that e-cigarettes are “categorically different than other products, and said some do not contain nicotine,” the Tribune reported.
Legislators who voted against the bill said that they don’t believe the taxes will solve youth vaping problems, and they weren’t sure it was their obligation to “replace parents with a tax increase.”

RJ Reynolds Vapor Company a subsidiary of Reynolds American Inc., has launched a new e-cigarette in its VUSE line—the FOB power unit. This e-cig can be connected to a mobile app via Bluetooth and is compatible with other VUSE cartridges.
NASDAQ.com reported that the unit is easy to carry, based on its sleek design. “The display on the unit provides real time information about the battery and enables users to dim the display if needed,” NASDAQ said. There are two locks on the FOB unit, a hard lock and a proximity lock.
VUSE launched in 500 stores in Colorado in 2013, expanding nationwide in 2015. The brand is available to about 100,000 stores. The FOB is available on the Reynolds website, which is only selling the product to 21 and older.
VUSE has said that it plans on launching VUSE pro, a closed-cartridge system, in late 2016.
